Understanding the telecommunications requirements in your subdivision project can be challenging.
As the developer, you need to demonstrate nbn compliance in order to receive a Statement of Compliance (approval for your subdivision) from council.
On top of this, you will also need to show nbn compliance to secure a connection to the network for any new developments constructed as part of your subdivision project.
Knowing how and when to navigate the above requirements is complex. We’ve done our best to simplify the steps below.
Getting your Subdivision approved
In Victoria, you will need to have a registered supplier (like the ones mentioned in Step 1 below) produce VC81 council compliance documentation (also known as Forms 1 & 2).
In general, Forms 1 & 2 demonstrate that nbn infrastructure is available and connected onsite. You can ask your telecommuncations supplier to prepare these forms once your infrastructure has been constructed to NBN Co guidelines.
These documents can only be issued by a qualified telecommunications contractor and need to be submitted to council to receive your Statement of Compliance in the subdivision process.
Connecting nbn to your new development
Step 1: Planning and preparation.
Make sure you plan ahead and begin the nbn application process early in your development. It can take a minimum of three months for NBN Co approvals on small 2-lot subdivisions. Any larger developments can take up to 6 months.
Before you begin, it is also crucial to make sure your design has accommodated all NBN Co infrastructure guidelines.
We highly recommend engaging and nbn trained supplier to help ensure your design (and the eventual constructed infrastructure) meets the NBN Co standards. You can find an nbn trained supplier here.
Most trained suppliers will help carry out the necessary steps below, or even complete them on your behalf. They will also issue the VC81 documentation outlined above.
Step 2: Submit a New Developments Application.
You will need to complete an online eligibility check and submit an application for your development.
As part of the application, you will be asked to submit a service plan or master development plan which outlines how nbn infrastructure will be installed. These plans show the detail of infrastructure such as Lead-in Conduits, pit and pipes, or pathways. Depending on the scale of your development, you may be asked to submit these plans in varied formats (i.e. PDF or AutoCAD).
Step 3: Securing your Letter of Conditional Approval
After assessing your New Development Application, NBN Co will issue a list of legally binding terms that you will need to sign to secure conditional approval of your application. You will also need to pay any relevant charges issued by NBN Co at this stage.
Once paid and signed, you will be issued with your Letter of Conditional Approval, which can also be called a council letter. You will also gain access to the NBN Co New Developments Portal where you can login and manage your application and see the list of tasks still required to meet the “Ready for Service” stage.
Step 4: Build the NBN infrastructure.
Now that your plans have been approved, it’s time to build the infrastructure and keep the New Developments Portal updated with your progress. Again, we recommend securing the help of a nbn trained supplier to ensure your build is carried out as per the approved plans and within NBN Co guidelines.
Step 5: Gaining your Certificate of Practical Completion (PCC).
As you complete your infrastructure build, it is important to keep up to date with any requirements added in your New Developments Portal. You may be asked to submit additional documents at this stage including:
- An as-built design
- A Notice of Practical Completion (PCN).
At this stage NBN Co will conduct an inspection to assess that the relevant infrastructure has been built to standard, upon which they will issue the PCC.
Step 6: NBN Installation
NBN Co will attend your site to complete the installation process and grant your developments access to the network!
